Boeing’s offer for a new four-year contract

Votes tallied Monday (March 18) at SPEEA headquarters, show Technical workers approved the contract offer by a vote of 4,244 to accept and 654 to reject.

Union members were voting on a contract offer that was identical to the offer Technical workers narrowly rejected and the larger Professional Unit of engineers narrowly accepted on Feb. 19. Union negotiators told members a second rejection would likely result in a strike as Boeing was refusing to move on all issues.

The new contract extends the terms of the previous contract, including 5% annual salary-increase pools, no cost increases to employees for medical coverage and an increase to the retirement benefit. By the end of the new agreement, SPEEA-represented technical workers, and also the engineers, will have received eight straight years of 5% salary-increase pools. 

The major area of contention during negotiations was the defined benefit retirement (pension) plan. While overwhelming member support and workplace action helped union negotiators continually get Boeing to improve most elements of the contract offer, the company steadfastly refused to move away from eliminating the pension for new technical workers hired after March 1, 2013. Like most new employees at Boeing, technical workers and engineers will now receive the company’s “enhanced 401(k)” and not the defined benefit pension.

SPEEA and Boeing started negotiations in April, 2012. Technical workers have been without a contract since Nov. 25. While engineers and technical workers bargain at the same time, the contracts are separate and independent agreements.

Ballots were mailed Thursday, March 7, to members in the Technical Bargaining Unit to vote on The Boeing Company's contract offer. Ballots are due at SPEEA by 5 p.m., Monday, March 18, for counting by the Northwest Tellers.

The single ballot issue is to accept or reject the contract offer, which is identical to the offer narrowly rejected by Tech members Feb. 19. Tech members already granted strike authorization on the second contract vote.

Working through the mediator, the company rejected our proposals for further improvements for Technical Unit members.  Based on the more than 4,500 verified member responses from the recent Technical Member Survey, the Technical negotiating team is resubmitting the existing contract offer to the membership for another vote.

While disappointing that the current offer eliminates the pension for anyone hired after March 1, 2013, accepting the company’s last offer would lock-in the considerable improvements we achieved since Boeing’s initial, very regressive, offer we voted down by 97% in October. Those improvements include continuing annual 5% wage pools for the next four years, maintaining medical benefits without increases and continuing the benefits of the 2008 to 2012 contract for employees in the Technical Unit.

The next contract vote will be the third for the 7,500 members in the SPEEA Technical Unit. Members in the Professional Unit narrowly accepted the company’s second offer when votes were counted Feb. 19.

Tech Negotiators tentatively scheduled a meeting of the Tech Bargaining Unit Council for Friday to plan for a vote of tech members.  Ballots will go to the general membership shortly thereafter.

WASHINGTON, D.C. — The Federal Mediation and Conciliation Service (FMCS) today issued the following statement on the labor negotiations between the Boeing Company and the Society for Professional Engineering Employees in Aerospace (SPEEA):

"In response to a request from the Federal Mediation and Conciliation Service, the representatives of the Boeing Company and Society for Professional Engineering Employees in Aerospace have agreed to meet on Wednesday February 27 under the auspices of FMCS to explore settlement options for a new collective bargaining agreement.”

Mediator scheduling talks, Tech member survey planned

With rejection of The Boeing Company’s contract offer by members of the Technical Bargaining Unit, SPEEA notified the federal mediator this morning (Wednesday, Feb. 20) to schedule the resumption of negotiations. We will notify members of that date when it is set.

Meeting internally this morning, the Technical Negotiation Team is discussing the next steps in the negotiation process. Those steps include a telephone survey to determine members’ priorities for the next phase of negotiations. The survey will be announced and launched in the next few days.

Members of the Professional Unit accepted the contract offer and will play a supporting role for the Technical Unit negotiations.

SEATTLE – Engineers and technical workers at The Boeing Company returned a split decision in voting on new four-year contract offers with engineers accepting their offer and technical workers  rejecting the offer and giving their negotiation team authority to call a strike.

Votes tallied Tuesday (Feb. 19) by the Society of Professional Engineering Employees in Aerospace (SPEEA), IFPTE Local 2001, show engineers in the Professional unit accepted Boeing’s latest offer for a new four-year contract 6,483 to Accept and 5,514 to Reject.

However, SPEEA members in the SPEEA Technical Unit rejected the company’s offer to them by 2,868 to Accept and 3,203 to Reject. Technical workers granted strike authorization by a vote of 3,903 Do grant strike authorization to 2,165 Do Not.

While engineers and technical workers bargain at the same time, the contracts are separate and independent agreements. With engineers accepting Boeing’s offer, the 15,550 employees in SPEEA Professional Unit are in position to provide inside support to technical workers if Boeing forces a strike.

“There are pathways to a negotiated agreement available,” said Ray Goforth, executive director.  “With this second rejection by technical workers of Boeing takeaways, it’s time for the company to stop wasting resources and improve its offer to reflect the value and contributions technical workers bring to Boeing. That way, we can avoid a strike and focus on fixing the problems of the 787 and restoring customer confidence in Boeing.”

While the company offers extended most elements of the previous contracts, including 5% annual wage pools and no increases to employees for medical coverage, union members found fault with the elimination of the pension for future employees. In its place, Boeing offered a 401(k) retirement package that slashed the retirement benefit by 41%. Boeing also refused to ensure existing employees their benefits would not be affected by changes to the Social Security cap on taxable income or raising the Medicare eligibility age. Both are being considered by Congress and would dramatically impact existing retirement packages.

On Friday (Feb. 22), SPEEA is holding a press conference at the National Press Club in Washington, D.C., to outline the impact a strike by technical workers will have on airlines, defense programs, trade and the tourist industry. SPEEA last struck Boeing in 2000 when more than 19,000 engineers and technical workers walked off the job for 40 days. That strike slowed airplane production to a crawl and prevented Boeing from delivering aircraft.

SPEEA contracts expired Nov. 25. Negotiations to secure new contracts started in November, 2011. SPEEA presented a full proposal to Boeing on June 15, 2012. It then took Boeing three months to present a counter offer. That offer was overwhelmingly rejected by 95.5% of the engineers and 97% of the technical workers.

While the majority of covered employees are in the Puget Sound region of Washington state, these   contracts include employees in Oregon, Utah and California.

A local of the International Federation of Professional and Technical Engineers (IFPTE), SPEEA represents 26,560 aerospace professionals at Boeing, Spirit AeroSystems in Wichita, Kansas, and Triumph Composite Systems, Inc. in Spokane, Wash.

Ballots are due at SPEEA by 5 p.m. tomorrow, Feb. 19

Remember that if you haven’t already voted on the contract offer, take your ballot to the nearest SPEEA hall to ensure your vote is counted. Today, Feb. 18, is a federal holiday with no mail delivery.

The SPEEA offices are open from 8 a.m. to 5 p.m. Monday and Tuesday until 4:30 p.m. A drop slot is also available at both SPEEA Tukwila and Everett halls for delivering your ballot after hours.

Ballots must be at SPEEA by 5 p.m., Tuesday, Feb. 19 (not postmarked by that date).

The NW Tellers and volunteers count ballots at SPEEA headquarters in Tukwila. Results will be posted as soon as the Tellers have validated and finalized the count totals.

The Prof and Tech negotiation teams, along with the respective Bargaining Unit Councils, are recommending members REJECT the contract offers and DO grant strike authorization power. Voting to grant strike authorization does not mean a strike is imminent. A strong strike authorization vote provides leverage to bring the teams back to the table.

SPEEA pushes Boeing to grant pension survivor
benefits to same-sex  married members

SEATTLE – When new contracts are negotiated and ratified by engineers and technical workers at The Boeing Company, same-sex married members in the Professional and Technical bargaining units will have the security of knowing pension benefits can be passed on to their spouse, thanks to the diligent work of members, elected officials, equality organizations and negotiators of the Society of Professional Engineering Employees in Aerospace (SPEEA), IFPTE Local 2001.

While still locked in contract negotiations for 23,000 engineers and technical workers, The Boeing Company and SPEEA have tentatively agreed on contract language that grants same-sex couples the same pension survivor benefits that have been available to heterosexual married couples. The agreement comes after SPEEA Benefits Director Matt Kempf recognized, and made an issue of, a loophole in contract language that allowed Boeing to deny pension survivor benefits to same-sex couples.

“I started looking at this several years ago when a dying, gay member, came in to ask about passing on his earned pension benefit to his partner of 30 years,” Kempf said. “We couldn’t help them and it just seemed so very wrong.”

When Washington state voters approved marriage equality in November, SPEEA negotiators again brought up the issue of same-sex survivor pension benefits during contract talks with Boeing. Hearing the company was still denying same-sex couples this earned benefit, SPEEA Diversity Committee member Ken Aphibal started a petition on the progressive website Change.org. The petition flooded Boeing CEO Jim McNerney with more than 79,000 emails and drew support from other unions, community groups and members of the Washington state Congressional leaders.

“I’ve always advocated for these benefits and this win feels really good,” said Aphibal, who is engaged to marry his partner Bennett. “I have years before retiring, but for anyone close, this will change their life. They will be able to look at their loved one and know they will be taken care of. Boeing is now a leader for granting these benefits to gay and lesbian couples. All the hard work on this issue by my union shows how important organized labor is today and another reason why I work for Boeing. ”

With Boeing agreeing to grant same-sex pension survivor benefits to SPEEA- represented engineers and technical workers, Aphibal said he is hopeful the company will now extend the same benefit to its other 150,000 employees.

Teams meet with Councils, workplace meetings scheduled

SPEEA’s Professional and Technical Negotiation Teams outlined their reasons for recommending rejection of The Boeing

Company’s latest contract offers during a special meeting today (Jan. 22) of the Professional and Technical Bargaining Unit Councils.

While recognizing considerable improvement was made since the resumption of talks with Boeing after the holidays, the teams emphasized the significant takeaways and long-term impact of the offers on current and future members. Team members also explained how company negotiators refused to include safeguards to protect members’ benefits from changes to the Social Security earnings cap and raising the Medicare eligibility age as championed by Boeing CEO Jim McNerney.

Council Representatives will spend the next week evaluating the offers and meeting with members in the workplace. The Councils scheduled a meeting for Thursday, Jan. 31, to vote on their recommendations on the contracts and the issue of including strike authorization on the contract voting ballot. The Professional and Technical Negotiation Teams said voting packages will be prepared and mailed to members during the week of Feb. 4.

Boeing rejects SPEEA offer, escalating conflict

SEATTLE – In a move that escalates its mounting problems, The Boeing Company today (Jan. 17) rejected union offers to extend existing contracts and instead gave its “last best and final” offers to the Society of Professional Engineering Employees in Aerospace (SPEEA), IFPTE Local 2001.

Yesterday afternoon SPEEA brought to our attention an error in the holiday schedule which was part of the redline document provided with our best and final offer.  The document listed holiday dates that included December 23rd of each year in error.  The Company's proposal made no change in holidays.

We have provided SPEEA with a corrected copy of the document and posted a corrected version on our web site.  We apologize for any confusion this may have caused.

Boeing’s actions reiterate the company’s growing disrespect for the engineers and technical workers who are essential to working issues and restoring confidence in the 787.While the company agreed to extend parts of the existing contracts, the offers put retirement benefits for all 23,000 engineers and technical workers, including retiree medical, at risk. In addition, Boeing’s corporate negotiator said the company will end the pension for future employees.

Although the offers contain improvements, both the Professional and Technical Negotiation Teams unanimously recommend rejection.

“We are profoundly disappointed the company is taking advantage of our good-will offers to push through unwarranted cuts, put existing retiree benefits at risk and eliminate the pension for future employees,” said

SPEEA members will vote on the company’s offers in the coming weeks.  Ballots are likely to include a request to grant the Professional and Technical Negotiation Teams authority to call a strike.

Boeing rejected SPEEA's offer after stating publicly that the company does not need SPEEA members for the FAA investigation or working the 787 issues. Last week, Mike Delaney, vice president of engineering for Boeing Commercial Airplanes, said managers and engineers from other areas of the company could do the work. Aerospace industry analysts scoffed at this assertion because the 787 engineering work is performed by SPEEA engineers and technical workers.

The company’s offers continue annual salary raise pools of 5 percent and maintain existing medical benefits. Boeing did agree to extend same-sex survivor pension benefits.

While it is true that many things were accomplished in these negotiations, the Professional and Technical Negotiation Teams refused to endorse this offer for a number of important reasons:

  1. No pension for future employees: Elimination of the pension for new hires with a 40% reduction in the value of the retirement benefit for those members.

  2. Pension risk for current employees: Elimination of the pension for new hires is the first step towards freezing the pension for existing employees. A large percentage of the SPEEA membership is expected to retire during the next decade. If projections hold, it’s entirely possible that the tipping point (where the majority of SPEEA members are those without the pension) could happen within two contract negotiation cycles. Once

SPEEA members rejected Boeing’s initial offer by 96 percent on Oct. 1, 2012. Today’s actions come after nearly a year of negotiations. In recent weeks, SPEEA members have been preparing in earnest for a major strike that could idle Boeing factories and send engineering and technical experts to the picket line.

SPEEA represented engineers and technical workers are essential to solving the mounting issues with the 787, including assisting the Federal Aviation Administration’s (FAA) investigation and restoring confidence in the 787.

“Boeing corporate created the 787 problems by ignoring the warnings of the Boeing technical community,” said Joel Funfar, Technical Negotiation Team member. “Now, they propose to double down on their failed outsourcing strategy by outsourcing the engineering work required to solve the problems caused by previous rounds of outsourcing.”

Negotiations, taking place at the SeaTac Hilton Hotel with the assistance of the Federal Mediation and Conciliation Service (FMCS), are ended.

This negotiation process was tainted by numerous actions that are in violation of the National Labor Relations Act. Boeing has regularly tried to prevent members from discussing their working conditions with others and with SPEEA. The company engaged in unlawful surveillance of protected activity, confiscated pictures of members engaged in protected activity and has refused to provide information relevant to the negotiations.

With the desire to focus all attention on solving the emergent issues with the 787, the SPEEA Professional and Technical Negotiation Teams today (Jan. 16)the union representing engineers and technical workers today (Jan. 16) proposed incorporating areas of agreement from ongoing negotiations into existing contracts and extending our Boeing contracts for another four years.

This “best and final” offer by SPEEA, IFPTE Local 2001, was presented as negotiations with Boeing resumed at 1 p.m. with the assistance of the Federal Mediation and Conciliation Service (FMCS) at the SeaTac Hilton.

SPEEA’s unprecedented offer would free Boeing and 23,000 engineers and technical workers from
protracted and increasingly contentious negotiations that appear headed for a strike. It also allows the company and our technical workforce to focus on reaffirming confidence and proving the 787 is the reliable and safe product employees know it to be. Completing negotiations also helps Boeing stay focused on supporting customers, engineering the 767 tanker, 737 MAX, increasing 737 and 777 production rates and the other products needed for our national defense.

“These negotiations have been going on for more than a year,” said Tom McCarty, SPEEA president and Professional Team member. “At this point, we should move forward with the items upon which we can agree, and leave the status quo in place for the remaining items.”

In addition to the proposed contract extension, SPEEA requested that Boeing continue to meet under the auspices of FMCS mediation to tackle the difficult issues that have proven so divisive in these negotiations.

“Our hope is that we can work collaboratively to find solutions in a data-rich environment outside of the constraints of the collective bargaining process” said Ryan Rule, Professional Team member.

In making the proposal, SPEEA agreed to accept Boeing’s funding mechanism for the Ed Wells Partnership training program.  The status quo proposal continues to offset company medical costs through annual deductible increases based on salary growth.  To put to rest the pension issue, a major point of contention, SPEEA proposes to accept the same pension proposal that Boeing negotiated with the International Association of Machinists (IAM District 751). Finally, the contract extension offer is made with the understanding Boeing recognizes same-sex survivor pension benefits pursuant to Washington state law.

“With our contracts put to rest, we can all roll up our sleeves and work the issues facing the 787 and Boeing,” said Sandy Hastings, Technical Team member. “SPEEA members know this is a great airplane, and we are eager to prove this to our customers, the flying public and the FAA (Federal Aviation Administration).”

Boeing still set on cuts and takeaways

The Boeing Company today (Jan. 11) presented a partially modified offer to our Prof and Tech Negotiation teams, but was unwilling to provide our team with a complete document. The pieces provided indicate smaller wage and Ed Wells training program cuts than previously proposed. Verbally, the company indicated that they still intend medical cost increases, elimination of the pension for future hires and reduction of growth in retirement benefits for the existing 23,000 engineers and technical workers. 

In a departure from longstanding practice, Boeing refused to provide the offer electronically today, but indicated they will do so next week. Working through federal mediators, the company said it needed four days to assemble all the pieces of its offer into a complete document.

While refusing to provide the complete offer to SPEEA, Boeing rejected our request that the parties work privately through the mediators rather than negotiating publicly. The company indicated that they intend to try and bypass the negotiating team by “selling” the offer directly to members. Boeing has already launched an aggressive public relations campaign claiming that Boeing corporate’s proposed cuts are actually “improvements.” Members are encouraged to watch the special 18-minute “Trust Me” video posted below.

“It was profoundly disappointing that Boeing corporate yet again gave us mere pieces of an offer and refused to provide it electronically,” said Ryan Rule, Professional Team member. “As members may recall, we found numerous takeaways in the last company offer which they hadn’t bothered to flag as changes. This incoherence in corporate contract configuration control is baffling.”

“It’s difficult to understand how Boeing corporate can legitimately claim that they need four days to print out their offer or put that same offer on a flash drive for our negotiating teams,” said Sandy Hastings, Technical Team member. “What are they trying to hide?”

While the major cuts and takeaways are readily apparent, based on the number of items Boeing hid without mentioning in its first offer, our teams and SPEEA staff know they need to be able to review the company's offer line-by-line in order to provide a comprehensive assessment to the membership. The company’s inexplicable delay in providing their full offer prevents a comprehensive analysis.

Support for the SPEEA negotiations continues to grow.

Addressing the SPEEA Council Thursday, IFPTE President Greg Junemann said to remember that Boeing tried to push SPEEA members to accept cuts and takeaways in 2000.

“Your negotiating teams’ focus is negotiating a contract that respects your contributions without going out on strike,” Junemann said. “But, the folks in Chicago need to hear this loud and clear: If they provoke a strike by SPEEA again, all of IFPTE, and a whole lot of the labor movement, is ready to show them again that engineers and technical workers deserve respect and their fair share of this company’s remarkable success.”

Negotiations are scheduled to resume at 1 p.m., Wednesday, Jan. 16.

Negotiations continue with little progress

SPEEA negotiations with The Boeing Company continued Thursday with little progress on key issues.

Our teams reminded Boeing that with record profits, a completely funded pension, 4,200 airplanes on backorder and $20 billion of cash on hand, it doesn’t make sense to cut wage growth, cut pension growth, eliminate the pension for future hires and raise medical costs for everyone.

Signifying the importance of our efforts to secure a respectful contract with Boeing, IFPTE President Greg Junemann, visited the teams at the hotel and then attended today’s SPEEA Council meeting to reiterate the support of our international union.

Negotiations are scheduled to resume at 9 a.m., Friday.

Prof & Tech Negotiations Update - Wednesday, Jan. 9
Negotiations to continue Thursday
SPEEA and The Boeing Company negotiations resumed Wednesday, Jan. 9 at a SeaTac hotel, with assistance from the Federal Mediation and Conciliation Service (FMCS).

Both SPEEA and Boeing agreed to meet at 9 a.m. Thursday, after the mediators adjourned the meeting.

Thousands of SPEEA members took part in ‘Day of Action’ events throughout the Northwest in support of negotiations. Members marched through Boeing factories and offices or attended updates with negotiation team members in lunchtime meetings.

The SPEEA Negotiation Teams appreciate the members’ strong showing of solidarity and support for a good contract.

SPEEA and Boeing resume contract negotiations Wednesday

SEATTLE – SPEEA-IFPTE Local 2001 resumes contract negotiations with The Boeing Company Wednesday (Jan. 9), but the two sides remain far apart on major contract issues.

Members are marking the resumption of talks with a ‘Day of Action’ that includes lunchtime solidarity events at Boeing facilities from Everett to Portland and Utah.

“Our goal is to get a contract that respects the contributions engineers and technical workers had to creating the record profits and 4,200 airplane backlog Boeing has today,” said Ray Goforth, SPEEA executive director. “After Boeing tried and failed to build the 787 on the cheap, SPEEA members stepped up and saved the program. Everything has now turned around and the company has developed amnesia about how that happened.”

Negotiations resume at 1 p.m. at a SeaTac hotel with the assistance of the Federal Mediation and
Conciliation Service (FMCS).
