SUBJECT: PRE-SUBMITTED NEW BUSINESS: CESO DELEGATE DIRECTION

BACKGROUND:

The CESO Rules of Procedure Article IX. Finance:

“Participating Units shall contribute an amount of money equal to $0.25 per member per month, except that no individual Unit shall contribute more than 50% of the quarterly per capita dues (determined with final quarterly payment of the year).”

SPEEA Membership in CESO

· 1968 SPEEA became a founding member of CESO.

· June 1975 the SPEEA Council withdrew from CESO membership due to SPEEA contributing more than 50% of CESO income.

· April 1978 the SPEEA Council rejoined after CESO restructured its dues.

Every year, SPEEA contributes up to 65% of CESO income (average 56% for last 10 years) while comprising 3 of the 13 (23%) voting units for non-fiscal matters.

MOTION:

It is moved that THE SPEEA COUNCIL DIRECTS THE SPEEA CESO DELEGATES TO SUBMIT AND SUPPORT A MOTION AT THE CESO MEETING TO REVISE THE CESO RULES OF PROCEDURE (ARTICLE IX. FINANCE) FROM “NO INDIVIDUAL UNIT SHALL CONTRIBUTE MORE THAN 50% OF THE QUARTERLY PER CAPITA DUES” TO “NO INDIVIDUAL UNIT SHALL CONTRIBUTE MORE THAN 25% OF THE QUARTERLY PER CAPITA DUES”
