Subject: PRESUBMITTED NEW BUSINESS: Extension of SPEEA Leadership Conference Training Requirements
Background
The SPEEA Constitution and SPEEA
NW Regional Policy require each Council Representative and Executive Board Member to
attend Refresher
Training/SPEEA Leadership Conference,
completed within two months of being seated and annual refresher training to be
completed within two-months of the anniversary of elections.
Each Council Representative and Executive
Board Member will hold that position for a term of office if a training course
on grievance handling is completed within two months of being seated and annual
refresher training is completed within two-months of the anniversary of
elections. For adequate cause, the two-month period may be extended to a
four-month maximum period provided that interim training has been completed.
Such approval for Council Representatives and Regional Vice Presidents shall
require a 2/3rd-majority vote of a Regional Council.

b. Refresher Training/Leadership Conference
-- For each additional year on the Northwest Regional Council, each Council
Representative or Regional Vice President, if not required to participate in
the Basic Training, must participate in the Leadership Conference.
c. Interim training for grievance handling -
Prior to the Northwest Regional Council considering an extension to the
training time requirements for adequate cause of the SPEEA Constitution 2.3.3,
each individual must have received interim training for grievance handling.
“Adequate cause" for a waiver for either the basic or refresher course
shall be defined as conditions beyond the control of the individual.
NW Regional Council Representatives have asked to be excused
because they have a conflict and are not able to attend the scheduled Refresher Training/SPEEA Leadership Conference. We are requesting they be granted extensions
prior to the Leadership Conference.
Motion
It is moved: THAT THE NW REGIONAL COUNCIL GRANTS A TRAINING EXTENSION FOR REFRESHER
TRAINING/LEADERSHIP CONFERENCE, EXTENDING THE WITHIN TWO MONTHS OF BEING SEATED
TO A FOUR MONTH MAXIMUM PERIOD, TO NW REGIONAL COUNCIL
