Subject:         Pre-Submitted New Business: NEW POLICY FOR LABOR ACTIVISM

Background

Whereas the support of labor actions and requests for help are discussed each month at the meetings of the various labor councils to which the SPEEA is associated.

Whereas SPEEA members favor and frequently support requests for help for labor actions.

Whereas the urgent nature of such events often makes the introduction of a motion at the subsequent Council meeting a moot issue.

Whereas the consideration of such motions at Council meetings often results in the meeting becoming excessively long.

Whereas the support of such labor activism has no financial impact on SPEEA.

Whereas it would be more efficient if the SPEEA had a policy regarding labor activism, thereby eliminating the necessity of bringing separate motions before the Council in most cases.

Motion

It is moved that:  THE POLICY OF THE SPEEA COUNCIL SHALL BE TO SUPPORT THE PARTICIPATION BY SPEEA MEMBERS AND STAFF IN RALLIES AND OTHER ACTIONS IN DIRECT SUPPORT OF ANOTHER LABOR ORGANIZATION’S STRIKE, INFORMATIONAL PICKETING, OR ORGANIZING CAMPAIGN.  THE SUPPORT OF THESE ACTIONS SHALL REQUIRE THE WRITTEN APPROVAL OF AT LEAST TWO (2) OF THE SPEEA COUNCIL OFFICERS.  ALL SUPPORT SO AUTHORIZED SHALL BE VOLUNTARY AND NO FUNDS ARE TO BE EXPENDED UNLESS PRE-APPROVED IN ACCORDANCE WITH SPEEA POLICIES.
