NEW BUSINESS: RECOMMENDATIONS FOR THE 2012 SPEEA PROFESSIONAL UNIT NEGOTIATION
TEAM
The Negotiation Team Nominating Committee was directed by the Northwest
Regional Council to nominate the 2012 Puget Sound Professional Unit Negotiation
Team candidates to present to this Bargaining Unit Council (BUC).
In accordance with the NW Region Policy, the
Committee advertised for applicants, stating the eligibility requirements. Several informational (orientation) meetings
were held in Everett and Tukwila for those interested in serving on their
Negotiation Team. The Committee met
several times to establish procedures and develop the questionnaire for the
interviews.
We received applications from 16
The Nominating Committee met as a whole to
conduct this work; however, each member was free to use his or her own
interpretation of the candidates’ abilities and interview responses. The interview
responses assisted in making the candidate selections, and the committee used
the following criteria as a guide:
Communication Skills, Knowledge/Experience, Character Traits, Teamwork,
and Commitment.
The Nominating Committee gave careful
consideration to providing a balanced Team with some members with prior
negotiations experience and some without, to provide both continuity and
training for the future.

In
order to make these nominations, it is first moved that: NW REGION NEGOTIATION POLICY SECTION VIII
C.8 BE WAIVED TO ALLOW FOR SELECTION OF FOUR MEMBERS TO THE PUGET SOUND
PROFESSIONAL UNIT NEGOTIATION TEAM (IN LIEU OF THREE), PLUS ONE ALTERNATE.

After
due deliberation, and in accordance with SPEEA Policy, the Committee NOMINATES THE FOLLOWING CANDIDATES FOR THE
2012 PUGET SOUND PROFESSIONAL UNIT NEGOTIATION TEAM (listed in alphabetical
order):
RICK HOFFMAN
Rick has been active
in SPEEA for the past 11 years. He served on the 2008 Negotiating Team. Rick is
a Council Representative and former Area Representative. Within the past three
years Rick has been an active member of the following SPEEA Committees: Labor
Delegates, ACT, L&PA, and NW L&PA.
TOM McCARTY
Tom has been SPEEA President for the
past two years. He has previous experience on the Negotiating Team in 1999, 2002,
2005, & 2008. Tom has held a number of other roles at SPEEA including:
Council Representative, SPEEA Treasurer, and Area Representative Within the
past three years Tom has actively participated in the following committees:
Joint Workforce, Joint Compensation, Governing Documents, and Org Planning.
JOHN McLAREN
John has been an
active member of SPEEA for the past 14 years. He was a member of the 2008
Negotiating Team and is a Certified Theory of Constraints practitioner. John
has served as a Council Representative since 2003. Within the past three years,
John has been a member of a number of SPEEA committees including: Joint
Workforce, Joint Benefits, Partnership Leadership Team, and L&PA.
RYAN RULE
Ryan is a NW Vice
President and has been a member of SPEEA for the past 10 years. As a member of
the Executive Board, Ryan has experience in effects bargaining and interim
negotiations. He has also served as a Council Representative Within the past three years Ryan has been an
active member of the following SPEEA committees: New Hire (Vice Chair),
Governing Documents, NW Governing Documents, Org Planning, Joint Compensation,
L&PA, NW L&PA, History, and has served on various Executive Board
committees.

The
Committee NOMINATES THE FOLLOWING CANDIDATE TO BE NAMED AS ALTERNATE NEGOTIATOR
FOR THE 2012
Becky has been a
member of SPEEA for the past 7 years. She currently serves as the NW Council
Secretary, and was SPEEA Council Secretary from 6/2009 until 6/2011. She has been a Council Representative for the
past 3 years. Within the past three years Becky has been an active member of
the following SPEEA committees: Diversity Committee (Secretary), Org Planning
(Vice-Chair), L&PA (Secretary), NW L&PA, New Hire (Secretary), WAC,
Labor Delegates, and Negotiations Prep.
The Committee interviewed the following
candidates and found them to meet the minimum requirements:
David
Baine Walt Ditlefsen Theryl Johnson Ingrid Lapins Richard Mahoney
Mark
Rawlings Dave Silkroski Robert Weiss Bob Wilkerson
Although just shy of meeting the minimum
requirements, the Committee also considered Herbert Weisse. The Council would have to
waive policy for him to serve on the Negotiation Team.
