Subject:           PRE-SUBMITTED NEW BUSINESS: Approve Submitting the Proposed Constitution to a Referendum Vote by the Members

 

Background

Three years ago on June 6, 2008, the SPEEA council passed motion M08-044 “Revising the SPEEA Constitution, By-Laws, Policies and Procedures”. That motion is attached. The motion authorized hiring an outside expert, James Mills, to draft the revision. After a certain point the work was assumed by a subcommittee of the SPEEA Governing Documents committee.

The first purpose of the subcommittee was to ensure that the documents were complete and that nothing was omitted. In addition the committee, with the advice of SPEEA legal counsel ensured that it complied with applicable laws. Beyond that the subcommittee cleaned up confusing language, remove redundancies and inconsistencies and documented actual practice

That subcommittee has been working since December 2008 on the revision you now have before you. We believe we have produced a document that will lead to a SPEEA running smoother and more efficiently.

The subcommittee and the SPEEA Governing Docs committee believe it is ready to be submitted to the membership.

 

 

Motion

It is moved that: THE SPEEA COUNCIL approves SUBMITTING THE PROPOSED CONSTITUTION TO A REFERENDUM VOTE BY THE MEMBERS.

 

It is further moved that: The referendum shall be worded as follows

 

Should the proposed constitution be approved and it will go into effect when the speea council approves speea by-laws
