SPEEA and IAM TAA petition gains additional
help for laid-off workers

About Trade Act

The U.S. Department of Labor (DOL) Trade Adjustment Assistance (TAA) program, or “Trade Act,” started in 1974 to assist individuals who have become unemployed because of foreign trade or outsourcing.

Trade Act provides federal funding to assist laid-off workers with retraining, income support, and other benefits.

This funding is a direct result of a petition submitted by the International Association of Machinists (IAM), District Lodge 751 in partnership with SPEEA, IFPTE Local 2001, to the U.S. Department of Labor. 

The benefits include:

  • Out-of-area job search allowances
  • Relocation assistance
  • Training / tuition support
  • Trade Readjustment Allowance (TRA), income support
  • Reemployment Trade Adjustment Assistance (RTAA)
  • Health Coverage Tax Credit (HCTC)

Eligibility

  • Worked for or supported Boeing Commercial Airplane (BCA) programs or products
  • Laid off between May 5, 2019 and June 23, 2023

How to apply

  1. Everyone who is laid off between May 5, 2019 through June 23, 2022 should receive a mailing from the state Employment Security Department (ESD) informing them of their eligibility apply for TAA benefits.
  2. Sign up for a TAA orientation session by calling the phone number listed in the letter
  3. At the orientation, you will fill out the TAA application paperwork
  4. You will be assigned a TAA counselor
  5. Work with your counselor to obtain the specific benefits that apply to your situation

Note: If you have been laid off from Boeing in Washington state or Portland, Oregon, and do not receive a letter from the state ESD inviting you to apply, please contact michaelh@speea.org.
