1/9/2020 SPEEA Request Waiver for 2020 Presidential Elections (Joel Funfar - Previous LOA 2019) It is moved that: THE SPEEA COUNCIL WAIVES the continuous membership requirements to hold office per both the SPEEA Constitution and SPEEA By-Laws Sections 2.3.2 for Joel Funfar resulting from interruptions in his services as SPEEA President as a consequence of his no-fault incident.

2/13/2020 TECH BUC Tech BUC Statement to Membership on Contract Offer Rejection It is moved that a message be sent out to the membership that the Tech Bargaining Unit Council rejects the contract offer because it does not address Boeing's manipulation of the salary data and weakens our ability to negotiate to our advantage. **MOTION FAILED** Published Ballot

8/13/20 NW Provide Non-Represented District Rosters It is moved that: NW Council supports NW ACT Committee outreach to members for the purpose of recruiting Council Representatives and Area Representatives in districts where there are no CR or AR among the members.  For this purpose, SPEEA staff is requested to provide NW ACT Committee a district roster when NW ACT requests a roster for recruiting activists. If necessary, develop a tailored format to be provided.
8/13/20 NW Condemn Police Violence and Systemic Racism It is moved that: THE NORTHWEST COUNCIL PUBLICLY CONDEMNS THOSE POLICE DEPARTMENTS AND OFFICERS AROUND THE NORTHWEST THAT ENGAGE IN ABUSES, UNNECESSARY VIOLENCE, SYSTEMIC RACISM, AND OBSTRUCTION OF ACCOUNTABILITY.  ADDITIONALLY, THE NW COUNCIL DEMANDS SWIFT JUSTICE FOR ALL VICTIMS OF POLICE BRUTALITY.
9/10/20 NW Arbitrate to win work back It is moved that: The NW Council requests the Executive Board investigate and report back to the NW Council the offloading of skill codes 6H, 6G, and any others to Moscow Design center and North Charleston, South Carolina, while SPEEA members in the same skill codes have been laid off. The stable workload at the Moscow Design center coupled with a decrease in Puget Sound SPEEA member workloads violates section 9.1 of the Professional and Technical Unit contracts. The SPEEA NW Council considers the movement of SPEEA work to non-union members to be a critical issue. The NW Council requests the SPEEA Executive Board to inform the NW Council on this issue and to take all possible measures to halt and reverse the movement of SPEEA work to non-union members.
10/8/20 SPEEA Pandemic Childcare It is moved that: THE SPEEA COUNCIL SUPPORTS LEGISLATION AND RULEMAKING TO SUPPORTACCESS TO SAFE, AMPLE AND AFFORDABLE CHILDCARE.
10/8/20 SPEEA COVID-19 Transparency with Employees It is moved that: THE SPEEA COUNCIL SUPPORTS EMPLOYER DISCLOSURE OF POTENTIAL PANDEMIC EXPOSURE TO EMPLOYEES.
10/8/20 SPEEA Support the United States Post Office It is moved that: THE SPEEA COUNCIL SUPPORTS THE UNITED STATES POST OFFICE AS ENVISIONED IN THE UNITED STATES CONSTITUTION AS A SERVICE PROVIDED BY THE US GOVERNMENT.  THIS INCLUDES ELIMINATION OF PREFUNDING THE PENSION, ACKNOWLEDGEMENT THAT THE POSTAL SERVICE IS A NOT FOR PROFIT ENTITY, AND RESOURCES BE PROVIDED TO GUARANTEE OPERATION OF NATIONAL VOTE BY MAIL. **MOTION FAILED** Published Ballot

It is moved that: THE SPEEA COUNCIL CONDUCTS A PUBLISHED VOTE THAT REVISES SPEEA POLICY AND PROCEDURE MANUAL, SECTION V, SUBSECTION A, AS FOLLOWS:

4. Passage or adoption of any legislative or public issues proposal shall be by published ballot and require:

a) Total affirmative vote must be a majority of votes cast by Northwest Council members in attendance. all Council Representatives including those not present or not voting, excluding Council Representatives working in excess of 50 statue air miles from the meeting and are unable to attend.

  1. How do you propose to grow and strengthen the SPEEA union?
  2. What do you see as the primary challenges the NW Region faces and what are your solutions?
  3. What experience and skills would you bring to the Executive Board?
  4. How will you represent the NW region as a regional Vice President?
  5. Why are you interested in the Vice President position?
  6. How would you handle out-of-sequence or interim negotiations?

It is moved: THE NORTHWEST COUNCIL APPROVE THE PROPOSED FY2022 NORTHWEST COUNCIL BUDGET AND SUBMIT THE PROPOSED BUDGET TO THE SPEEA EXECUTIVE BOARD FOR CONSIDERATION AND INCORPORATION INTO THE SPEEA BUDGET.
